Premier Recep Tayyip Erdogan said preparations should be made for constitutional amendments after 2011.
"A new constitution for 73 million people," Erdogan said in a televised interview.
Erdogan said the political parties, non-governmental organizations and whoever wanted to take part in the process would be welcome, and the government would work with them.
Premier Erdogan also said at this moment, he was against reducing electoral threshold, which was 10 percent.
Turkey will vote for or against constitutional amendments in Sunday's referendum.
The package abolishes the provisional article 15 of the constitution which does not allow trial of the members of the National Security Council formed after the military coup in 1980.
It also scraps off the ban on right to general strike; and allows one to become a member to more than one workers' union, and gives civil servants and other public officials the right to collective bargaining.
