Azerbaijan is planning to unite several countries of the region in terms of cooperation in civil area.

"Armenia created obstacles to Azerbaijan's accession to ICAO and thus protracted it. Therefore, while creating regional groups, we try not to involve Armenia", director of the state civil aviation administration of the country Arif Mammadov told reporters Tuesday.

"And we are now attaining it. We are going to unite Turkey, Ukraine, Moldova and Azerbaijan within the framework of the regional group", he said.

Commenting on the regional session of the ICAO European/North-Atlantic office on security of flights, Mammadov said during the event the Ukrainian side is going to propose an initiative to create groups of security on Black and Caspian seas with the further discussion of this issue at the upcoming Montreal high level ICAO conference due on March 29-April 1.
