President of Azerbaijan Ilham Aliyev approved the regulation and composition of the Commission on state awards in science, culture and literature of Azerbaijan, according to the official press in Azerbaijan.
Thus, according to the regulation, the commission has the right to establish offices and expert groups on relevant scientific, cultural and literary spheres, approve their work plan, if necessary, to send a team of experts to the spots for private familiarization with work, to transfer submitted to various organizations, including specialists, to get relevant assessment, to provide a preliminary acquaintance with the submitted works and reviews on them, make a decision on granting awards to works compliant with the established requirements.
The National Award of the Azerbaijani Republic in the fields of science, culture and literature will be awarded once in two years (every even year) in the amount of AZN 30,000. Three prizes will be awarded. Decision about granting awards and allocating the appropriate amount from the budget will be made by the Commission on the eve of the Republic Day on 28 May.
The national award goes to the authors of the works, basic researches, discoveries in economic and political development, scientific and technical achievements and inventions, including new materials and mechanisms that have made an invaluable contribution to science, culture and literature of Azerbaijan.
Works must be submitted to the Commission each even-numbered year until April 1. The list of candidates and their works will be published in the media a month before awarding.
In the case of posthumous awards, a diploma, an honorary badge and an allowance will be granted to the heirs of the winner.
The three-fourth of votes of the Commission participants is needed to confirm the awarding.
The Decree of the President of Azerbaijan appointed Prime minister Artur Rasizadeas the Chair of the Commission on state awards in the fields of science, culture and literature.
The Commission also includes Deputy Prime Minister Elchin Efendiyev, president of the National Academy of Sciences of Azerbaijan (NASA), Mahmud Kerimov, Minister of Culture and Tourism Abulfaz Garayev, Education Minister Misir Mardanov, as well as some government officials, NASA members, rectors, academicians, writers, artists and intellectuals.
