Cabinet of Ministers
The agreement was signed by the Cabinet of Ministers, the Azerbaijan Trade Union Confederation (ATUC) and the Azerbaijan Confederation of Entrepreneurs (ACE).
It was concluded on the basis of decision №28 of the Cabinet of Ministers of 4 February 2010 and came into force as soon as it was signed.
In the agreement the parties declare their support for market economics, the country's plans to enter the World Trade Organization, work to bring the population’s income gradually up to the requirements set by the renewed European Social Charter and a gradual approach to the minimum wage, basic pension and the criteria of need on the basis of which targeted social assistance is calculated.
Businesses undertook to legalize unofficial payments to employees.
The introduction of a business risk insurance system has been coordinated as well. The agreement obliges employers to establish rules for the allocation to workers of housing, built at the expense of enterprises and organizations, and to create healthy working conditions for women.
A minimum of 0.15% of the wage bill of enterprises and organizations, which have signed branch and regional collective agreements, are to be transferred to trade unions as membership dues.
