Azerbaijani gang arrested for soldier's murder and arms theft

A group of Azerbaijani citizens have been arrested for the murder of one soldier, wounding of another and theft of arms from a military unit.

The crime occurred at an unnamed military unit in Terter District on 26 December 2008. Soldier Uzeyir Khashayev was killed and Sergeant Islam Sheyubov was wounded during the raid.

The National Security Ministry statement says that a criminal case over the incident, instituted by the Terter military prosecutor's office and sent to the Republican Military Prosecutor's Office, was closed on 6 January 2010, as it had proved impossible to identify the culprits.

The National Security Ministry, however, believes that the crime was committed by the Sahil Jamaat (People of the Coast), a subgroup of the Sumgayit Jamaat (People of Sumgayit), a criminal and radical religious group.

Thirty-one members of the Sumgayit Jamaat were found guilty of terror offences and sentenced to varying prison terms by the Court of Grave Crimes on 17 June 2010. The group was also known as Ilgar Mollachiyev’s group, after a member who was killed during a special operation. 

The National Security Ministry said in its statement on the Terter killings: “The investigation of this case revealed that inside the organization was a subgroup, Sahil Jamaat, which involved about ten Azerbaijani citizens. The subgroup decided to attack a post in Terter District in order to seize arms. The band executed its plan on 26 December 2008. One member of the gang knew the password so they managed to gain access to the military post near Gapanli village in Terter at about 02.00 am, claiming that they were carrying out an inspection. After this the members of the band killed one soldier and injured another. The criminals stole an SVD sniper rifle, 30 cartridges, two AKMS guns and cartridges for them.”

Guns, hand grenades, cartridges and other weapons were found during a search of the flats of the detainees.

The members of the Sahil Jamaat who attacked the unit were named as Ramin Ramiz oglu Mammadov, Asgar Ramiz oglu Mammadov, Vugar Atraf oglu Rahimov, Yavar Ramiz oglu Mammadov, Elchin Zakir oglu Jamalov and Saleh Valeh oglu Adilov, as well as Elshan Daud oglu Druskar, Tural Mahammad oglu Hasanov and Elnur Fuzuli oglu Gaziyev who have already been convicted in the Sumgayit Jamaat case.

Asgar Mammadov, Vugar Rahimov, Yavar Mammadov, Elshan Druskar, Tural Hasanov, Elnur Gaziyev and Sahil Jamaat leader Fuad Drusnar admitted their guilt and the investigation has confirmed it, the ministry said.

Sahil Jamaat member Ramin Mammadov was killed as he attempted to cross the Iranian border. He resisted the border guards and when they tried to disarm him, a grenade exploded in his hand and killed him.

The National Security Ministry's investigative department has launched a criminal investigation under Article 279.3 (formation of illegal armed groups, assaulting individuals), 120.2.1, 120.2.3, 120.2.4, 120.2.11 (murder with special cruelty and dangerous methods by a criminal group), 29, 120.2.3 (attempted murder of service personnel on duty), 29, 120.2.11 (terrorism and brigandage, attempted murder), 228.3 (acquisition, supply and storage of arms, ammunition and explosives), 232.3.2 (theft of arms, explosives and ammunition, bodily harm).

The investigation is ongoing.
