Azerbaijan hinders the negotiation process, refusing to negotiate with Nagorno-Karabakh, said Armenian Deputy FM Shavarsh Kocharian.

"By refusing to negotiate with Nagorno-Karabakh, Azerbaijan hinders progress in negotiations, but still it won’t be able to avoid responsibility for the consequences of its aggression", said Kocharian, commenting on statements made by Azerbaijani Foreign Minister Elmar Mamedyarov.

"Mr. Mamedyarov asked the reporters to imagine the results he can achieve if he negotiates with himself, and if a peace agreement is designed only by Azerbaijan, and if this country signs itwith itself," said Kocharian.

"Obviously, the recent statement by the foreign minister of Azerbaijan, is another unlucky attempt to justify the aggression against the self-determined Nagorno-Karabakh Republic, in flagrant defiance of the UN charter, in the Azerbaijani Constitution", the deputy FM added.

According to him, the Constitution was adopted after the signing of a ceasefire agreement with Karabakh and is in no way connected with the Nagorno-Karabakh Republic, which has its own Constitution.
