Azerbaijani authorities not restricting access to Internet

The US Department of State indicates that Azerbaijan does not restrict access to Internet.

As a rule, the Azerbaijani authorities do not restrict access to Internet but the providers of the Internet services should be licensed and have official agreements with the Ministry of Communication and Information Technologies.

According to 1news.az, this statement is contained in the report of the US Department of State on human rights in 2009 dedicated to Azerbaijan. The statement also reads that the speed of Internet connection in Azerbaijan is especially low outside the capital city.

According to the International Telecommunication Union, 17% of Azerbaijani citizens used Internet in 2008.
