The Ministry of Education of Azerbaijan and UNICEF signed Action Plan on children’s protection and education reforms for 2010.

According to the MoE, it discussed with UNICEF the commitments following the Action Plan, works on protection of children and perspectives, and expressed proposals relating to improvement of comprehensive school management.

“It was emphasized that it is necessary to organize training courses for school heads,” the Ministry reports.

With UNICEF support since early May 2009 there were organized courses on raising management skills within the State Program on transfer of children to family from children’s homes (deinstitionalization) and alternate guardianship.

Earlier the Ministries of Education and of Labour & Social, the State Committee for Family, Women and Children Affairs and UNICEF have signed Memorandum of Understanding on implementation of project “Mechanism of transfer of children to families and alternate guardianship”.

Following the project its participants plan to prevent getting of children into boarding schools, create reliable system of protection, organize system of guardianship in an alternate family and social service on a voluntary basis, prepare database about candidates for adoption, guardianship and trusteeship.
