Azerbaijani NGOs fix cases of operation of transport means by teenagers.
According to the expert of the Clinic of Children's Rights Nazir Guliyev, there were recorded many cases when teenagers at the age of 12-13 were operating the car.
"This must become a signal to the public. Criminal responsibility comes with 14 years and in case of the accident no one would be responsible. In addition, I have witnessed cases of the irresponsible operation of cars that create a dangerous situation on the road", Guliyev said.
The persons of this age are not issued driving licenses while driving a car without a license is not allowed.
